First off, have a vet check over him. Also what kind of feed are you giving him? Trotting is the best from of excercise to get a horse to lose weight. I know you said you were excercising him, I'm just giving you advice. Galloping and cantering (or loping depending on if you ride western) don't work as many muscles, or give the horse as much of a workout. How old is he by the way? You may have mentioned it, but if you did, I didn't notice. Is he in a stable or turned out on pasture full time? Sorry for all the questions, Im trying to get a better understanding of the situation. I have experience on getting horses to slim down.

Ha ha. yes. Some horses get fat by just looking at the grain shed.

ELECTRIC (2/17/2010) Also check for worms. usually horses get skinnier from worms, but he may be over-compensating for them. Just clarifiying. I'm assuming that's what you meant :)
It's Tasha. or Tash. Or Penguin xD
